Stefano Tarullo is a Professor of Administrative Law and a qualified attorney admitted to practice before the Italian Supreme Court. He regularly appears before administrative courts and represents clients before both the Constitutional Court and the Court of Justice of the European Union.

He is widely recognized for his expertise in urban planning and zoning law, areas in which he has developed a particularly strong and authoritative practice. His work also extends to construction law, antitrust, public procurement, environmental law, administrative constraints on private property, expropriation and urban planning, offering clients a comprehensive approach to complex regulatory matters.

Stefano frequently serves as an arbitrator and has acted as President of arbitral panels at the National Anti-Corruption Authority (ANAC). He has also been appointed to numerous public tender evaluation committees and bar examination boards. He regularly teaches in advanced training programs for public sector and legal careers.

A sought-after speaker, he regularly participates in conferences, roundtables, and academic seminars.

He is the author of a substantial body of work in administrative law, including around one hundred publications – essays, articles, and case notes – as well as several monographs and university textbooks.
